Edited by: Chris Vattic on 16/08/2008 20:05:23 The main reason why very few people mine in Providence is obviously the lack of high value ores ( let's face it, the whole region is just empire space with 0.0 security rating ). Also, the constant flow of hostile roaming gangs doesn't exactly encourage hopping into a wet paper bag either.
That said, I'd like to note that I'm one of the rare miner breed in the area. The way how I got at least 20 people from the alliance to come and join a mining operation twice a week can be explained with one word...propaganda... If a person gets reminded there is a roid sucking op on that day at xx:xx every evening then he will eventually check it out if he has even a vague interest in the activity. Making an announcement on the forums really helped as well.
So, in my eyes, the only way you can get a sizable amount of miners into Providence is by encouraging them to join a local well established alliance, such as Libertas Fidelitas Alliance, Paxton Federation or CVA.
If you really insist on encouraging neutral people to mine roids then you could try:
1. Setting up high buy orders for ore and minerals ( at least +5% compared to Jita ) 2. Having a well developed market for mining equipment, barges, exhumers, strip miners / harvesters etc ) 3. Upgrading all of the refineries to at least 40% yield ( 50% highly recommended, although the 6 billion ISK investment might be somewhat hard hit to the budget ) 4. Propaganda! Let your people mention that you have such fancy things set up for miners they would be fools not to use the advantage. Some lower Providence systems also have Spodumain, which is a lot more valuable than everything else in the region.
All in all, if you hope to get people to locally mine everything you need for the smooth operation of the alliance then, well, don't get your hopes up. You would seriously be better off simply importing the minerals from empire trade hubs, easier for everybody.
Somewhat unfair, but hey, that's the way the cookie crumbles --
